Carrier readiness network
Carrier interest is opened only after Rover Around verifies the protected contact-custody boundary. Legal identity, license, insurance, and operating evidence are requested only through a later, purpose-bound review channel. An inquiry never creates a partnership, exclusivity, guaranteed volume, payment, approval, or trip assignment.
First pilot boundary
Scheduled, nonmedical, non-NEMT, non-airport service only. Carriers retain dispatch, fare collection, driver qualification, insurance, refunds, tax, and incident response.
